Brief History of Town of Falcon

The area where Falcon, a rural town in northeastern Cumberland County, now stands was originally home to Native American tribes, including the Tuscarora and Cheraw, who relied on the region’s abundant natural resources for hunting, fishing, and agriculture. In the late 18th and early 19th centuries, Scottish Highland immigrants began settling in the region. Prominent early landowners such as Farquard, John, and William Campbell, along with John and James McKethan and John and James McNeill, obtained land through state patents (colonial land grant). The first recorded property sale took place in 1806, when James McNeill sold 50 acres to Ann McDonald.

The town’s origins can be traced to the area around Starling’s Bridge in Black River Township. In 1878, William Culbreth and his brother-in-law, James Lindsey Autry, both natives of Sampson County, purchased 259 acres of land from Daniel McDonald. Culbreth continued expanding his landholdings with additional acquisitions in 1880 and 1882, eventually relocating his family to the area and constructing the first known house of the area. He established a naval store and mercantile business, which also served as the community’s post office. By 1893, a new mail route required a name for the location, but “Starling’s Bridge” was unavailable, as it was already in use elsewhere in North Carolina. Julius Culbreth, William’s son, suggested the name “Falcon” after spotting it on a box of Falcon-brand pens in his father’s shop. The town was officially chartered in 1913 by the North Carolina General Assembly.

Julius Culbreth’s strong religious convictions were profoundly influenced by a miraculous event in 1899, when his wife, Venie Irene Culbreth, was critically ill was healed after the elders of their church prayed over her in a religious ceremony. This transformative experience deeply strengthened their commitment to faith and service. In 1900, as a thank-offering for his wife’s recovery, Julius Culbreth partnered with Reverend S.C. Todd to establish the Falcon Camp Meetings, aimed at promoting holiness and sanctification. Later, in 1902, he co-founded the Falcon Holiness School, Cumberland County’s first rural private high school. Culbreth’s dedication to service continued through collaboration with Bishop Joseph H. King and Reverend Francis M. Britton to establish the Falcon Orphanage in 1909. The town of Falcon also became the birthplace of the Pentecostal Holiness Church in 1911, solidifying its role as a center for spiritual and community development.

Wayne Glenn Lucas was born December 1946 and reared in the Town of Falcon to Wade McLean Lucas and Hortense Daughtry Lucas where he has lived most of his life. He attended Falcon Holiness School, District Seven Elementary School, and graduated in 1965 from Central High School.

Upon graduation, he worked for a Steel erection company for about a year and then applied at Carolina Telephone and Telegraph Co. in Tarboro, NC where he was hired to work at the McGilvary Office in Fayetteville, NC in 1966. Receiving a draft invitation to the US Army by “Uncle Sam,” he spent service time at Fort  Bragg, NC basic training, Ft. Sill, Oklahoma artillery school, and eventually assigned to the Ninth Infantry Division serving as a gun chief on a 105 artillery gun piece in Vietnam in September 1968. After completing combat tour, he returned to the US where he was assigned back to Ft. Sill, Oklahoma for the remainder of his enlistment through May 5, 1970 when he was honorably discharged. his employment with Carolina Telephone resumed.

He married Janet Sessoms Lucas on May 31, 1970 where they have resided in Falcon, NC for 54 years. Their family grew to four daughters, Cynthia Gayle, Joanna Ruth, Rebekah Kaye, and Regina Faye. All are married and reside with their spouses and children. The six grandchildren are: Rayford Dwayne Dunning III; Emery Rae Dunning; Mary Elizabeth Boruff; Anna Joy Boruff; Aaron Lucas Stafford; and Joshua Evan Stafford.

 

Wayne continued to work as a Central office technician at the telephone company for 41 years until his retirement in 2007. He served several years as the local Scoutmaster of Troop 731 Boy Scouts of America. 

He became invovled in helping to establish the local fire department in 1970. He has served the Godwin-Falcon Fire Department since its inception in various postistions. This involved attending many hours of school and training as a certified firefighter, officer, assistant chief and was appointed fire chief in 2007, retiring in 2019 after serving 12 years as fire chief. At this point in his life (age 77) he currently serves as chairman of the board and occasionally answers fire/rescue calls.

As a young person, he became interested in serving his community and ran for a seat on the Town Board several times before being elected. During the years of 1977 until now, he has served as a community leader on the Falcon Town Board as Commissioner and as Mayor (for 12 years). He was appointed to fill a position as Commissioner in 2023 and was elected Mayor again in 2024 for a two year term. He has a total of 25-30 plus years of service either as Town Commissioner, Mayor pro-tem, or Mayor.

  • Previously served as Parks Commissioner and Street Commissioner
  • Owner Operator of Falcon Wood Crafters Custom Cabinets (semi-retired)
  • In November and December, “Papa Claus Dunning” for various community events and appearances
  • Attends Culbreth Memorial PHC Church in Falcon, NC where he plays the bass guitar and occasionally sings on the Praise Team
  • Married to Connie Hughes Dunning for 50 years
  • Has 3 children: Rev. Dwayne Dunning, Rev. Jamie Dunning, and Melissa Dunning

Commissioner Philip Walters

  • Born and raised in Cumberland County
  • Resided in Falcon, NC since August of 1992
  • Married and moved to Falcon to raise his family of 4 children
  • 1982 graduate of Douglas Byrd High School in Fayetteville, NC
  • Attended Fayetteville Technical Community for contracting classes
  • Received certifications and successfully obtained his NC general contractor’s license in 2004
  • Operated his own construction company and continues to maintain required annual certifications
  • Enjoys fishing, riding ATV’s, and supporting community functions
  • Active volunteer in Mac Williams and Cape Fear High School band programs since 2004
